[14 November 2014] ICT Policy Discussion Document published

[6 June 2012]: Nominations have opened for persons to sit on an ICT Policy Review Panel which will provide advice to the Minster. A copy of the invitation can be found here. The terms of reference of the Panel are available here.

South Africa has commenced another round of ICT policy development. While there is general agreement that the failure of the Department of Communications to update policy governing the sector since 1996 is harming industry, doubts remain as to the effectiveness of the current process. Minister Dina Pule has indicated that – following on from the National ICT Policy Colloquium held during April 2012 – a green paper on policy will be published in 2012 and this will be followed by a white paper in 2013 and the final policy in 2014.

The DoC has published an initial discussion document and is holding this open for comment from the public until the end of May 2012:

Also of interest is the recently published ANC draft discussion document on communications policy. The ruling party has come up with some interesting ideas and this document is also open for comment.
