[31 March 2025] ICASA has published its annual notice requiring ECS and ECNS licensees to submit their annual forecast of licence fees and USAF contributions (i.e. what they forecast they will pay to ICASA in respect of their 2024/25 financial year).
In addition, licensees must also submit “a trial balance; detailed management accounts and or draft financial statements; and a calculation of the Annual Licence Fees (ALF) and Universal Service and Access Fund (USAF) contribution.”

The notice refers to Licensees whose financial year ends between October 2024 and the end of March 2025.

[13 April 2022] ICASA has published its annual notice requiring licensees to submit their annual forecast of licence fees and USAF contributions. In addition, licensees must submit “a trial balance; detailed management accounts and reconciliations of the trial balance; and a calculation of the forecast of the licence fees and Universal Service and Access Fund contribution.” Licensees who are not yet operational are required to submit the specified documentation to confirm this.Note that due to the Government Printing Works suffering a hardware failure, this notice was not published on the usual platforms and was received directly from ICASA.

[15 March 2019] ICASA has published a notice in the Government Gazette on 15 March noting that certain licensees are required to submit an annual forecast of licence fees using the format in Schedule 3(1), on or before 30 April 2019. ICASA requires that each licensee with a financial year ending in October, November, December, January, February and March submit an annual forecast of licence fees and the Universal Service and Access Fund (USAF) contribution.In addition, these licensees must also submit a trial balance; detailed management accounts and reconciliations between the trial balance, management accounts and a calculation of the forecast of the licence fees and USAF contribution.
Where a licensee is no longer operational it must submit a letter to ICASA indicating it has not commenced operations.
